On January 8, 1964, United States President Lyndon B. Johnson introduced the first legislation during his State of the Union Address. It was in response to a national poverty rate of around 19%. United States Congress passed the Economic Opportunity Act, which founded the Office of Economic Opportunity (OEO) to administer the local application of federal funds targeted against poverty.
